Serious question: Isn't supplying clean needles to addicts a little like . . .?
supplying black mannequins for Klansmen to lynch or child mannequins for pedophiles to molest?
Should the attitude be "they are going to do it anyway, so let's make the behavior safer" or "this behavior is not tolerable at all"?
Supplying black mannequins might actually cause Klansmen to kill fewer people(assuming your analogy worked). Giving clean needles actually does the same thing, causes addicts to kill fewer people with AIDS.
The attitude should be "The reality is that there are addicts and there will always be addicts so we need to protect as many people as we can, since they interact with society in many ways you don't want to acknowledge." The unreal attitude is "If we don't give them clean needles, they'll stop being addicts."
